Newly passed cannabis legislation has the cannabis industry changing rapidly across Canada. Strict regulations and guidelines have been implemented that must be adhered to by anyone trying to open a retail cannabis business. DeltaTech is committed to ensuring that we work with you to thoroughly follow all of these rules and regulations. Many of these regulations include the protection and security of your cannabis retail location. The Alberta Gaming and Liquor Commission (AGLC) requires that every retail location has a point-of-sale area, a shipping and receiving area, a secure storage area, an alarm system, a video surveillance system, as well as a secure product display.
The video surveillance system at a retail location must contain cameras able to clearly capture 24-hour coverage of activity, identifying all individuals at all locations within the premises including point-of-sale areas, receiving areas, customer areas, and the secure cannabis storage room. Recording devices for the surveillance system must have the capability to retain video for 60 days and must be in a format that is easily accessible and capable of producing high quality, real-time colour video and still images that clearly identify individuals. This video must not be destroyed and must be given to the AGLC or law enforcement in the event of a criminal investigation.
A plan of your recording and viewing system must be kept and maintained on the premises showing camera numbers, locations, coverage, authorized user lists, and operating instructions. In addition, cameras must be tested weekly to ensure that all cameras and recording equipment are functioning properly and a log of test results must be kept and be available to the AGLC. All malfunctions of your surveillance and recording system must be immediately repaired.
Alarm systems at retail locations must contain detectors to indicate unauthorized movement and any attempts to tamper with, open, or enter perimeter entry points, windows, and the secure storage room. They must also contain panic or robbery buttons at all point-of-sale positions. Plans for alarm systems must be submitted to the AGLC for approval.
Regulations on advertising and signage have also been outlined by the AGLC. The business name must be displayed prominently at all public access points and all signage must comply with federal, provincial, and municipal requirements. Signage must not depict a lifestyle, endorsement, person, character, or animal, and must not use any symbol or graphic associated with medicine, health, or pharmaceuticals. In addition, any signage must not appeal to minors, show the use of cannabis, display intoxication, display or identify a cannabis product or accessory, or display a price or price advantage.
Other requirements for retail cannabis locations include perimeter entry points secured by locking devices, cannabis and cannabis accessories displayed in a customer area that must be contained in a secure showcase locked at all times and only accessible to authorized staff, and a secure cannabis storage room with a commercial grade locking device.
